No. After a 2010 Chronicle post (https://www.chronicle.com/blogs/profhacker/information-on-the-new-dmca-exemptions) about the Library of Congress’s statement of new exemptions to the anti-circumvention provisions of the Digital Millennium Copyright Act we received this question numerous times.

Allowed:

  • Circumventing a DVD's content scrambling system (CSS)
  • Copying (aka "ripping") small portions or excerpts from the DVD

Not Allowed:

  • Copying (aka "ripping") the entire DVD
