No. After a 2010 Chronicle post ( about the Library of Congress’s statement of new exemptions to the anti-circumvention provisions of the Digital Millennium Copyright Act we received this question numerous times.

  • Circumventing a DVD's content scrambling system (CSS)
  • Copying (aka "ripping") small portions or excerpts from the DVD

Not Allowed:

  • Copying (aka "ripping") the entire DVD

Please see "Digital Copyright Exemptions Benefit Educators, Filmmakers and Smartphone Owners" by George A. Pike, for a good explanation of this recent development.
