This is a common misconception amongst faculty and students. Educational use relates to how you intend to use the copyrighted work (i.e. the "purpose"). It also falls under one of four factors that you need to consider when claiming Fair Use. The four factors are:

  1. Purpose & character
  2. Nature of the work
  3. Amount
  4. Effect 

These four factors are not meant to be exclusive and must be examined together.
